I am not looking for a free phone. I just want to be able to get one of the same of better value than I had at a reasonable price. My phone was broken and I’m still paying the monthly payment for it. I can’t bring myself to get another monthly plan or expensive phone.

It's an insurance plan through T-Mobile, not AppleCare+. Here's the info fromT-Mobile: https://www.t-mobile.com/support/devices/protectionandlt360andgt-and-device-protection. Perhaps your have your device serviced through Apple and then file a claim for the cost (which will be a few hundred dollars). You should check with T-Mobile as their site claims walk-in repairs at T-Mobile.
