Standard presumptive value (SPV) is used to calculate sales tax on private-party sales of all types of used motor vehicles purchased in Texas. It is also used to calculate use tax on motor vehicles brought into Texas that were purchased from a private-party out of state. For more information, please see Private-Party Purchases and Standard Presumptive Values. https://comptroller.texas.gov/taxes/motor-vehicle/private-party-spv.php For example i paid ~$125 for a bike that was worth about $2k (which was both the sale price and the SPV). It was actually worth more, but the owner had the odometer in KPH instead of MPH so the SPV was based on a way different mileage.

short answer. yes. used private sale you will save on fees and setup for sure. taxes are a maybe, depending on paperwork and price paid (you can lie on sales price with some risk). buyer shows the sales receipt at dmv and they calculate taxes at 6.5% buying used from a dealer won’t save you much on fees or taxes. the only savings is from depreciation.
