Apple acknowledged the issue: https://www.apple.com/support/systemstatus/
Edit: Some people have reported this issue on iOS 15.7, and the Mac App Store as well, so this seems like it is not related to the new update.
Edit 2: Looks like Apple has fixed the issue (not reflected on the System Status page). Other users have reported that restarting their devices helped fix the issue

Lol the Apple support Twitter is saying there’s nothing wrong on their end and telling people to just restart their phones (or disabling low power mode?? Lmao). Even though there’s thousands of people tweeting the exact same thing at them. Edit: rebooting did seem to work for me 🤔

I had "There was an error in the App Store. Please try again later. (4)". Once I signed out of the App Store and the iTunes store and signed in again, everything was okay. I suspect for me the problem had something to do with recently changing the email address associated with my account.

I was experiencing the same problem: unable to purchase or update any items from the App Store, with an error code (13).
I came across another thread here - Cannot Install or Update Apps in App Store - Error 13 app-store-error-13 - which basically suggests deleting a cookie-preferences file for the App Store. I tried it, and it indeed worked for me.
The steps are:
1) quit the App Store app, if it's open.
2) delete the file, which will be in: ~/Library/Cookies/com.apple.appstore.plist
3) restart the App Store app, and try purchasing or downloading/updating something.

WHYYY WHYYY WHYYYYY I am going insane. I have done every possible work around when trying to create an apple ID, however I still got the same error message. "Your request could not be completed at this time. Your account cannot be created at this time." I've contacted Apple Support (since that's what others recommended, something about a blocked email) and they were unable to do anything for me. I am not putting in any false information, I've doubled checked. I am actually out of ideas. I've tried going through the app store, icloud website, icoudfindmy, apple website, on my phone's settings, on my phone but on a website, itunes, please help.

Give Apple a call back and ask them to escalate it. Keep escalating until you get an answer you are satisfied with. We can’t do anything about account issues on Reddit, we’re just people like you.

Call apple support and get the to white list your email address this will fix this issue 99% of the time. Not all advisors know how. if they act like they don't know what your talking about ask for a senior advisor. There's an internal article that tells them how to do it. I do them all the time.
