The Commander FT supports up to five independent fans with standard 3-pin or PWM connector, but it does not mention specific support for addressable RGB fans. It is unlikely to interfere with your addressable RGB fans, but you may not be able to control the RGB functionality through this controller.

Is this a good choice for PWM fans which will be placed on a Radiator for a custom loop? I don't have enough PWM fan headers to attach all my fans.
This actually has no 4-pin fan headers, but all five of the 3-pin headers do have room for a 4-pin connector. If the fans require PWM instead of changing voltage to control speed, I would not recommend this.
To answer your question directly, yes this will control PWM fans. It doesn't stay in the 5.25" bay very well for me but that could be because my case only holds things on one side.

So a couple months back I upgraded to a Thermaltake View 71 TG ARGB, and it is awesome. I put my hand at the exhaust and it is pretty chilly most of the time. The RGB control built in is fine, but I'm trying to really get the most out of the A in ARGB. My motherboard, the MSI X470 GAMING PLUS, has no 5v ARGB headers on the mobo, and I don't wanna just discard my current fans. So, is there a good rgb controller that i can connect to the 5v headers on the fan pcb (on the left side of the case)?
