It means "is 7 o'clock good for you?" as in "does it accommodate your schedule?". The expression translates literally as "does 7 o'clock go well with you?". It may not make much sense in English but hopefully you can get the gist of how the expression works in Spanish (it's very common). The article is needed because that's how we say the time in Spanish, e.g. "it's three (o'clock)" = son las tres (en punto). Note how it's plural, except when it's one o'clock, e.g. es la una de la tarde ("it's 1 pm").

To understand it better, it is if you were saying "Las siete horas" but omitting "horas". For 1 pm it'd be like "La una hora"; sounds weird but it works.
