If there was a place they were "supposed to" be set, there wouldn't be any need for a knob. The adjustment is there because things like the size and shape of your room, where the speakers are placed and where you're sitting, and even the volume you listen at, all have effects on the treble / bass balance. So, set them wherever they sound good to you. Answer from squirrelpotpie on reddit.com

r/audio on Reddit: What should my treble and bass be set at?
May 4, 2022 -
I just got my first set of good speakers (Edifier R2000DB, I know it’s not as good as some of you guys’ but there literally the best things I have ever heard) and it lets me set the treble and bass, I mostly listen to 90s/early 2000s rap but I also listen to a bit of “white boy music” (everlast and kid rock). I don’t know what to set treble and bass to, can anyone help? Thanks heaps in advance.

Wherever it sounds good to you. Start by setting them to the middle position (halfway in between the maximum setting and the minimum setting). There's essentially two things you can do: Increase or decrease Bass and Treble by the same amount. Increasing them by the same amount will essentially lower the midrange (the range of frequencies between bass and treble). Decreasing them by the same amount will essentially increase the midrange. Increase bass while you decrease treble. This will "tilt" the sound towards low frequencies. Or vice versa: decrease bass while you increase treble. This will tilt the sound towards high frequencies. The correct setting is whatever sounds correct to you.

Yes it has Treble, Bass and Balance. However, I am using external speakers from the headphone jack so the bass and treble are not available for adjustment since I am not using the audio from the television.

I changed these 5 settings on my TV for instantly clearer dialogue
September 15, 2024 - The first and easiest way to attempt to fix the issue is to look at the most basic settings in bass and treble. The former is often a culprit of unintelligible dialogue because bass will tend to overpower the frequencies of dialogue, making it harder to make out amid all the other noise. Most basic TVs will have an option to lower the bass; do so until dialogue seems clearer.

Finding out Your Best TV Sound Settings | MantelMount
February 9, 2023 - If you’d like programmed audio solutions, then it’s more of a set and forget approach: standard, theater (this is likely the best equalizer setting for movies and television shows), music, and news (this option is good for news shows and tv shows with the bulk of the show that has crisp dialogue) are the most likely options with which you’ll be encountered. If you’d like a customized version of your tv sound setup, take into consideration what you usually watch: movies, comedy shows, dramas, or sports? Think about the treble and the bass of the in-show or in-game audio and the advertisements that might blow out the show or movie’s sound.
