Ideally a knowledgeable sound designer would mix a variety of different techniques to get a unique and special signature vocal effect. If you just want a simple plug and play solution that’s just close enough because you don’t have any experienced sound designer on hand, any generic vocoder plugin found in most DAWs will get you most of the way there if you mess around a bit with the knobs until you’re happy.
