You don’t. It uses more battery closing them so there’s no close all. And on iPad even that doesn’t necessarily force quit an app either. You can just leave them suspended. No there is not. Apple does not want you to force close all apps, because it hurts iOS performance instead of improving it. It takes some getting used to, but once you do it’s crazy how long apps will “survive” in the background More on reddit.com

Apps still running in background
Apps will always run in the background for a varying amount of time independently of “Background App Refresh”. That option just applies to certain aspects of an app and is a reference to the app for what can be done at any given moment in the background. For example, WhatsApp will not be able to make chat backups if BGR is disabled. However, it’ll still do some other stuff like data management, status checks, incoming data fetching and handling, etc. Things many apps do in the BG regardless, no need to worry about it. The system handles it accordingly. Apps usually only have 10-20 minutes max of BG runtime for critical tasks which aren’t very intensive anyways. Minor tasks such as shutdown during termination will be allowed about 30 seconds to 1 minute. More on reddit.com
