Neutral/Concerned/Self-interested = Leadership has responded with mainly their own citizens' safety, self-defense, or interest without clarifying. Many declare need for "respect for international law" but may also mix-in suggestions that the one who violated international law first was Maduros.

Honestly, the line between mild and neutral is pretty thin. Open to criticisms about interpretations of statements.
