I agree that it feels wrong, but I'm not sure why. The first thing that come to mind is that it's being limited to a physical area, but that's not it, as "cell phone usage is ubiquitous in Orange County" sounds fine. Maybe it's the very limited physical area? The next thing that came to mind is that she's declaring a physical thing ubiquitous, instead of a more conceptual thing, like "cell phone usage". But I think "cell phones are ubiquitous in Orange County" sounds fine, so that's not it. Maybe it's that the thing is, sort of, naturally occurring. "Trees are ubiquitous in Orange County." That sounds a little weird, but not too bad. Maybe it's the size or prevalence. "Microplastics are ubiquitous in Orange County" sounds similarly odd to "cat hair". Maybe ubiquitous means something more like "you'll encounter it everywhere, but it's still distinct in the environment", like "you can point to distinct instances". More on reddit.com
