The hip-hop trend of "sagging" your pants, and wearing oversized clothes in general, was the beginning of the end for high-waisted jeans, starting in the early '90s. Rave girls popularized the look of wearing your baggy jeans low to intentionally show off their underwear waistband on the hips. The first time I saw actual low-rise jeans was on Mexican-American women in San Francisco around 1996. A few years later they became a popular look.

Try looking for y2k low rise jeans on poshmark, depop, ebay, etc. The ones in the early 2000s are a lot lower than the lowrise ones made now. The downside is you can’t try them on, but you’ll have so many options.

You probably won’t find anything special at the thrift store but on Vinted or any other online thrift search for: Frankie B, G star RAW, chip and pepper, Free soul, Miss sixty, Sannas jeans wear (probably won’t be lucky enough to find that, they made the lowest rise jeans ever)
