The vinyl sheet should have instructions on what to use. It is thin flooring so you do want a very smooth floor under it, even something as thin as a dime under it will cause damage in a few weeks.

What Underlayment To Choose for Vinyl Flooring on Concrete?
Providing thermal insulation: poorly insulated concrete conducts cold, especially in winter. Underlayment can improve the room's thermal insulation. In terms of materials, you have a lot of options. Some are made from recycled fibres or polyurethane, while others use foam rubber or granules, often made from recycled tires. There are also wool felt underlayments. Not all underlayments are created equal, especially for vinyl. This flooring often needs denser underlayment than hardwood or laminate.

Underlayment for Loose Vinyl Plank Flooring Over Concrete in Basement?
What did you try? how did it go? i have the same issue (new house to us, basement has various water issues from rain intrusion in cracks. Our basement was finished with carpet and every time it rained, we'd find a squishy wet spot somewhere. We wanted to make the basement finished but easy to aerate with a fan. We live in a really wet area, so that seems to make sense We tore out carpet, and were using LVP . I used dricore tiles in one room, and that has a good sturdy feel underfoot and the floor tiles stay dry even if water trickles in from a wall in a big downpour. In a second room, I put down DMX blue underlayment. I used a thicker LVP which was easier to install. It has a bouncier feel, but once again, that air under the tiles is perfect if a little water comes in. We run a fan and it dries out fine. I'm back here to see if I need to do the same in our main basement room and was wondering if we should do the dmx there too. More on reddit.com

What is the best underlay for vinyl flooring on floorboards or concrete?

Foam or cork underlay is usually the best option for underlay vinyl flooring on floorboards. These materials provide cushioning and help reduce sound transmission, making them ideal for spaces where comfort and noise reduction are priorities. Cork underlay is particularly effective at insulating sound, while foam underlay provides a softer feel underfoot.

On the other hand, when installing vinyl flooring on concrete, it’s crucial to choose an underlay that offers moisture protection. Concrete is prone to dampness, damaging the vinyl if not properly managed. Look for moisture-resistant options, such as rubber or specialised foam underlays, to protect your vinyl flooring from moisture and extend its lifespan.

Tips for Installing Vinyl Plank Over Concrete Floors - Lemon Thistle
January 30, 2025 - If you are installing on regular ol’ subfloor, my friend Brittany wrote a whole post with this very same flooring (fun coincidence!) and has some great tips for installing this LifeProof Vinyl Plank Flooring for beginners. A couple things to consider here. Vinyl plank is much warmer than tile. We found it great in our last basement and had no underlay or vapour barrier at all (oops). I knew I didn’t want to drop a lot of money on underlay for my office and have it higher than the rest of the basement (for a good one, it is thick), especially when I wear slippers most of the time in the winter and it’s ONLY for me.

Underlayment for sheet vinyl?
I know the old way of doing vinyl over a floor like this was to put down luan and use wood putty to make it perfectly smooth so the pattern of the osb didn't transfer through. Because of the low threshold problem, I may not even have room for a sheet of luan. Is there a roll of underlayment material available that you can just roll out and lay the vinyl over it?

So the foam underlay you are considering is for underneath laminate flooring or lvt click and not suitable at all for sheet vinyl , I have had a customer who had the same concerns and I found a very unconventional solution which was to put rubber duralay carpet underlay underneath the vinyl , it must be a good one that is very hard , this actually worked very well but be aware it gave the floor a very soft feel which is unusual for vinyl, like I said it’s right out the box to do this , but it did in fact work extremely well and kept the floor very warm
