February 20, 2025 - Three million people were already facing humanitarian needs in Ukraine, before this crisis erupted, including 850,000 internally displaced Ukrainians and 5,000 refugees from other countries. UNHCR, is working with the authorities, other UN agencies, IDP community groups and partners to provide humanitarian assistance wherever possible.

October 27, 2025 - An estimated 12.7 million people in Ukraine will need humanitarian assistance in 2025. Particularly vulnerable groups include older people and people with disabilities who may be unable to flee from high-risk areas.

In 2013, Ukraine ratified two UN Conventions relating to the status of stateless persons (1954) and on the reduction of statelessness (1961). The role of UNHCR in Ukraine is to advise and assist the Government as well as to monitor the implementation of the country’s international responsibilities relating to the protection of refugees.
