Some apps will leave behind some meta fields, Tags or code they added to theme. The meta fields and tags are harm less but the code can slow down the website. The only way to ensure complete removal is to integrate your shopify theme with github so that you can see exactly what was changed in theme by app install then you would need to remove these changes manually after the app is deleted. I come from wordpress word, where deactivating app removes the app but keeps the databases intact. And deleting the app removes everything.

A lot of newer apps use "App blocks" to install code on your theme. This method would not leave code behind after deletion for the most part. With that being said theres many apps that do make code changes to your theme. If you're not a developer the best way to figure this out is to simplify ask. Contact the app developers and take a look at any documentation they have on doing a full uninstall.
