From my knowledge, using a bootable USB with the media creation tool installed on it has an option to repair windows. Be careful not to delete your stuff on it though! Last month my windows corrupted and like you I needed what was on my hard drive, everything failed but I was able to install windows again on the same drive, access my files and move them to another storage device, only do that as a last resort and if you do then do a clean install after you get all your files you need. Edit: if you decide to install windows again to access your files be warned they might not all be there, I was able to get majority of my files back but not all of them.
