I go into Apple ID on my phone > iCloud > Manage storage > Change storage plan and then Upgrade to iCloud+ and it just constantly fails.
It says
"Your storage could not be upgraded.
iCloud storage could not be upgraded at this time. Try again later in Settings."
Been trying this since the release of iOS 15, about three weeks now. Anyone knows why this is? I know of people in my area/country that have this so it's not a location problem.

[SOLVED] What seemed to be causing this was that I didn't have a payment card set up in Apple Store - even though I did have an active credit card in my Wallet. When I set it up there, it went through fine. Weird.

Yes, you can share this excess capacity with your family member. You may need to change settings to share it.
On your device, in System Settings > Family settings, make sure that you're sharing your storage with the family.
If you click "Family Checklist" you can verify if it says you're sharing "iCloud+" or "iCloud Storage" with your family.
If you click into it, it should show your family and have an option to stop sharing. If it has an option to start sharing, click it.
After you've verified you're sharing family storage, try again on the other person's device and see if it recognizes the storage. If it still doesn't, view the Family Checklist on their device to see if they can receive the storage.

(For iOS 18.) Had this with a child account not getting past the free tier of 5GB, while everyone else in the family was receiving the shared subscription.
What finally solved it was using the child's device and going to
Settings->Family->SubscriptionsThere, the first item under the
Sharedcategory wasiCloud+ Shared by <parentname>.Tapping on it revealed an option to
Use Family Storage, which resulted in a blank screen after activating it.
Closing settings and reopening them again confirmed that the device was now using the shared subscription.
You can verify this in Settings -> <Child Account Name> and see the allocated storage under iCloud.

When I go into iCloud settings to upgrade my storage, nothing happens when I press the ”Upgrade” button. Does anyone know how to fix this? Maybe Apple just really doesn’t want my money.

After pressing the button randomly for a couple mimutes it finally got into the purchase screen. But after I had completed the purchase (it confirmed with my bank and then it said ”authentication successful”) it just didn’t work. I got no more iCloud space (although I didn’t lose any money either). I tried a couple times and the same thing happend, ”authentication successful” and then just nothing. I’m starting ti believe Apple just really doesn’t want my money xD Has anyone maybe heard about this new issue before?
