Unless you're shipping something small and heavy (aka dense) USPS Flat Rate Boxes are not what 'experienced' shippers use - they are usually not cost effective. If you use Pirate Ship, they offer 'cubic rate priority', which is based on size, not weight, so that becomes cheaper. There is also 'box in a bag' where you box up your item, and stick it in a polybag, and you pay based on the bag's size, so only 2 dimensions, not 3. I ship only USPS and UPS. Small and heavy will almost always go USPS cubic, or box in bag. Bigger and heavy, or anything over 22", go UPS. Keep in mind, anything that is less than 16 ounces can go USPS first class, which UPS/FedEx can't compete with. You can also fit LOTS of stuff in USPS flat rate padded paks and flat rate envelopes (I keep both sizes on hand at all times). I'd suggest ditching eBay's shipping, and use a 3rd party (Pirate Ship, Shippo or others), and start getting a feel for the other options are out there, aside form what eBay offers. Few weeks ago had an old guy come in asking for a UPS Flat Rate envelope. Normal confusion, we tell him only the post office does flat rate with their Priority Mail envelopes. He insists "Nope, you guys do flat rate."
Thus ensues a nearly ten minute argument where this old fart refuses to accept the testimony of four separate employees that we do not and have not ever offered any sort of flat rate shipping option, and this guy apparently knew more about our jobs than any of us.
He ends up pulling up a website, which to my surprise did explain why he would think we offered flat rate:

So apparently UPS does offer that option? But the stores aren't allowed to sell it? I had to tell the guy that if he wanted to use those options he'd have to make the label himself with UPS (and then had to explain that UPS and The UPS Store are different companies, the usual) and he finally stormed out in a huff.

Ups flat rate is only on special accounts and would invalidate any discounts store owners get on other services. It’s not a widely used service. I know it used to be it was only certain sizes (like 12x10x3 and smaller.) I was a part of the pilot program years ago but it made it not worth it the way UPS writes up account contracts. So I think it’s only for individuals who ship a lot of small stuff.
