There are reports of usb-c to hdmi dongles stopping working after update from windows 10 to windows 11. The monitor is recognized by the system, shows up as PnP Monitor, but the system does not provide an HDMI signal to the monitor.
The provided solutions don't solve the issue as they refer to updating the graphics driver. For my case this was hp spectre x360 with uhd 620.
The solution to this unsolved problem is to update the firmware of USB-C port from the hp support site, with the latest firmware which was updated december 2021. This will solve the issue on windows 11.

Kindly follow the steps below and check if it helps
Update the Display Adapter driver on your computer
Press windows key + X
Select Device Manager
On the device manager, locate and expand display adapters
Right click on the display driver that is currently installed
Select Update Driver
Select search automatically for drivers
Windows will search for an available driver software online
Wait for the process to complete
Check if everything works fine
If the above method did not work, please try to roll back the display adapter driver to an earlier version of driver
Press windows key + X
Select Device Manager
On the device manager, locate and expand display adapters
Right click on the display driver that is currently installed
Select Update Driver
Select Browse my computer for drivers
Select Let me pick from a list of available drivers on my computer
List of installed driver will be displayed, select an older driver and hit next until the process completes.
