Hi! I have a question about the Flat Rate International Priority rates.
This is a general question. About USPS policy. This is not a package question as in 'where is my package' etc. It mentions a package but the question is about policy. Or maybe about their website.
Large flat rate box is on the website with a flat price next to it. Nothing about depends on where.
That link says that a 12 by 12 by 5 1/2 inch box should cost 74.60 flat rate. Doesn't qualify that with "where."
We shipped that box -- saying clearly "flat rate" on it -- and the clerk charged over $120., which is about what a normal shipping would cost, by weight. Flat rate is not supposed to be by weight.
They charged postage by weight. Is this correct policy, or did they overcharge? Just wondering. Thank you.

$74.60 is the starting price. (On what you linked , note the "Shipping Price From*" at the top of the column. Looks like the header doesn't show in mobile.) International Flat Rate is different from Domestic Flat Rate. They're both "flat rate" up to the weight limit, but for international you also have to see what Price Group your country is in. From the link you posted, if you had clicked on the price, it would have taken you to the Priority Mail International pricing in Notice 123 , which shows the Flat Rate prices at the top. Note the row header is "Price Groups." Different countries are in different Price groups; you have to look up the country you're sending to. (See the Country Price Groups section of Notice 123 or you can also look up your country in the Individual Country Listings , though it looks like it just points you to Notice 123). A Large Flat Rate box to a country in Price Group 3 is $121.30. Edit: Australia is Priority Mail International Flat Rate Price Group 6, so $118.60

I searched for an answer but cannot find anything. One page on USPS.com it seems to suggest that I should use a Priority box for flat rate Priority Express International, but it is not explicit, and other pages don't give a clear answer. Somewhere I read the flat rate Priority Express boxes are USA domestic only, and should not be used for Priority Express International, which is totally separate service despite the similar name. Confusing. Thanks.

EMS is Global Express Guaranteed. There are no flat rate options for GXG. Priority Mail Express International only has one option for flat rate, that being envelopes. Priority Mail International can use the specified boxes on this page: https://pe.usps.com/text/dmm300/notice123.htm#_c313 - You can have the boxes mailed to you for free by going here: https://store.usps.com/store/shipping-supplies/international/_/N-6vj2li - it also has the international flat rate express envelopes. The easiest way to do the customs forms and purchase discounted labels would be to use https://www.pirateship.com/ - there's no membership fee to use that service, just gotta register an account and purchase the labels with a US credit card. If the purchaser is in Europe, Middle East or SE Asia, every item within the package has to also have a HS harmonized tariff code as well as country of origin. Make sure you read the country's conditions of mailing - many countries ban a variety of items, often international buyers will try to buy things which their country bans, you're responsible for what you mail.
