Does anyone know the international number for USPS? Tracking a customers package.

I have a parcel shipped December 20 Priority mail international and still in "pre shipment info sent to USPS" and it should be in Australia by now. Im just expecting it to turn up un-announced one day. Not a single tracking update whatsoever, USPS are hopeless with tracking..

Is USPS international shipping suspended currently during the pandemic ?
I had a package outgoing from USA to Mexico via Priority Mail Express International. It was mailed March 27 then the next day, March 28, it got to Chicago ISC. Then it sat there. And sat there. And sat there. Buyer opened an "INR" claim a week ago. I begged him to just wait, and he's waiting. Just yesterday, April 19 on Sunday, it got a new scan. "Arrived" at "O'HARE INTERNATIONAL, CHICAGO, UNITED STATES"
I don't know what USPS is doing but it sitting in a container somewhere for 3 weeks for an express package is not acceptable.

Who can I complain to in reference to a mail carrier stopping in front of my mailbox and not picking up my mail even though the flag was up?
Does anyone know the international number for USPS? I sent a package from Australia to the US (which I’ve done successfully many times before) but after the package cleared customs in the US there’s been literally no updates on tracking since the 7th of February, which is a bit ridiculous.
AusPost recommended getting the customer to call USPS to find out what’s happening but as I want this sorted I thought I would just call and see what’s happening, as it was a high value order. Except I’ve been googling for half an hour and called several numbers that don’t work. I know I can email, but I would prefer to talk to a human if possible.
If I can’t contact them, then I have to open up an international case with AusPost, which is fine but I would rather just have an update, especially if it’s close to being delivered.
