It’s not something I’ve ever heard, and if you google “Rapunzel vague” you’ll find other people are confused, too. (It sounds like maybe you already did that, I’m just reassuring you that it’s a confusing line and you’re in good company.) Personally, I took it to mean that her face (what her “mother” holds up as she sings the line) is nondescript and boring.
