North Carolina property tax law requires counties to assess the value of motor vehicles registered with the N.C. Division of Motor Vehicles. As part of NCDMV’s Tag & Tax Together program, the vehicle owner pays the property tax at the same time as the vehicle’s registration renewal fee.

As a former ncdmv employee, I can tell you with absolute certainty if you are a FT student who plans to return to your state of residence you are exempt from becoming licensed and registering your vehicle in NC. Active duty military stationed in NC are also exempt if their home states are not NC. To the military commenter who stated they paid HUT twice on the same vehicle with no intervening change in ownership, you either dealt with a crooked clerk or someone sorely lacking in training. There’s a form you can send in called something like a payment under protest form to have hq investigate and refund incorrectly charged tax you are rightly owed. I highly suggest you do this. So confused about the taxes I have pay for my vehicle
Spent 20 years on the auto industry. There’s a lot of incorrect information posted here. When you purchase a vehicle you pay sales tax based on where the car is registered. If you’ve established residency here, you’d pay 3% at the dealer plus tag and title. The dealer would register the car with a “limited plate” on the title application. The NC DMV would bill you property tax when they mail you your NC plate. You’d have approximately 60 days to pay that amount so the plate will be good for an entire year. More on reddit.com

You pay taxes at the time you register/renew your license plate and registration. That tax is for the future use of the vehicle (the time it is registered until the next renewal).
