Fyi I’m looking to buy a used Wrangler for about $17k.
Edit: thanks for all the feedback! Are there any reliable websites that I can check the blue book value of the Wrangler for free?

If you pay 17K and the blue book is 20K, you pay taxes on the 20K. If you pay 17K and the blue book is 15K, you pay taxes on the 17K. If you get a bill of sale that says 100$, you pay on whatever the blue book is. If you get a certified appraiser to say it's worth $100 because the engine doesn't run and it needs 17K in repairs, then you pay tax on $100 Edit: to answer OPs edit. Used Vehicle Package costs $40, is mandatory to be provided at the time of sale and lists the exact value the MTO will use to determine the tax.
