Is a VGA cable an PCIe cable??
The OEM (mis)labeled the PCIe connectors as "VGA" to "help" people identify that the cables are meant for the "VGA" (ie: GPU), or what people have associated with graphics out since forever ago (pre-HDMI). It's also a slight differentiation in that it's an 8pins on the PSU side, similar to the "CPU" (ie: ATX 4+4/EPS 8pin) which is also 8 pins on the PSU side, to not confuse the two. Not like they would fit, but people have forced them in before. More on reddit.com

Does this mean the VGA cables are the same as the PCI E cables?
If your power supply comes with cables labeled "VGA", that means they are used for powering your graphics card. I have no idea why power supply manufacturers chose that naming scheme, but they did. More on reddit.com

Confused about vga cables
VGA cables are older cables to connect the monitor to the PC. Later these were replaced by DVI (multiple versions) for higher resolutions, then HDMI became the standard, together with DP. VGA doesn’t have variants. All VGA cables are the same. VGA is not being used mostly, except for monitors or PC’s not supporting DVI or HDMI. SATA cable is what you use to connect a HDD or SSD to the motherboard in the PC. More on reddit.com
