We are going on a a cruise and we use the envelope system. I have an envelope with cash in it but I want to transfer that cash to a reloadable card of some sorts to use for excursions and as the hold card on the ship.
Are there any with no fees and lets me just add money as I want and use it as I want?

You will 100% regret trying to use a prepaid/reloadable card for this. Just use your normal credit card, do your best to mentally stay within your various budget categories, and deal with any mistakes when you get home.
