I've used CoffeeCup's free html editor on occasion and found it's pretty good. Not open source though.

I've found VS to be a great IDE. My company is exploring other development alternatives, including C#, but it's not free for us.
VS Code does not have a graphical UI, needed for plenty of stuff like the developed software user interface itself.
I've just learned about Monodevelop. Unfortunately, I think you all know how it ended up.
What would you use in my situation?
