The app (and Stream Deck plugin) is a bit buggy, and switching audio sources can be a bit of a pain in the ass, but the UI is intuitive, and generally speaking Voicemod works really well. I bought the lifetime license, and it was worth it. The app comes with some preset voices, but you can fine tune your own custom voices in the Voice Lab, or go to the community voices tab to download user-created voices. The soundboard works similarly, there are packs of sounds included, but you can also upload your own (drag and drop audio files from your computer) or download user-uploaded sounds from the community tab. I’m not exactly sure how much system resources it uses, but I haven’t noticed any performance difference with my PC while using Voicemod (i’m running an RTX 3060 Ti but I think your RTX 2070 SUPER would probably be fine) As for audio quality, Voicemod has a built-in noise reduction (and recommends that you turn off the one on Discord), but what I personally do is run my microphone through Nvidia Broadcast for noise reduction, and then feed the Nvidia Broadcast signal into Voicemod. That's because people want to get paid for the work they do, like everyone else with a job, but they also want to let their potential customers demo their product. Companies also don't host or provide content for free because it costs them operating costs as well. This is a sub for the software program Voicemod specifically.
