Like you the wallet is on my watch, but I can’t modify any settings from the Watch app on my iPhone as the wallet does not appear there. I’ve done the repairing thing, but it didn’t help. I was able to add my Apple Card, which is fine, but when I tried to add other cards, it asked me to verify it from my phone, which I cannot do for the reasons mentioned above. When I go to the Apple Watch app on my iPhone, there is no section for Apple Pay & Wallet. When I use the search function in the Apple Watch app it appears in the results, but clicking on any of the results does nothing.
I'm running the latest versions of iOS and watchOS. I have an iPhone 12 Pro Max and an Apple Watch series 4. Everything else on both the Apple Watch and the iPhone seem to be working fine. I have both full 5G data and a fast, reliable WiFi connection.
I've tried rebooting both the Apple Watch and also the iPhone–separately and simultaneously. I'm not sure what else I can do.
The Wallet app and Apple Pay still work on my Watch. But I cannot modify any of the Settings via the Apple Watch app on iPhone.
EDIT: I unpaired and re-paired my Apple Watch. The problem is now solved.

Iphone settings - wallet - uncheck Hide expired passes. Jesus it took me all evening to find a solution.

I have a similar problem but when I try to add, it says to log in to iCloud. Which I don’t understand because everything shows as connected and in the watch app it does show the cards, just not in the wallet on the watch. This happened after I switched to a new iPhone.

They don’t automatically show up (for security reasons). You have to manually add them to the watch.
