If a customer purchases an item and they have a $25 coupon or something does that mean I sold the item for $25 less or does Walmart take that hit cause I don’t have any promotions offered so they should be able to use these promo codes on my items

I have been using Walmart+ for the past year for grocery orders (non-perishables), spending anywhere from $40 to $75 a week. Of course from time to time there would be items missing or damaged so I would have to call them and they would give a refund for those items. In order to get those items, Walmart would just say place another order but they charge a $6.99 fee if the order is under $35. The rep (outsourced) would then say I will give you a $10 promo code to offset the fee which would be fine. There would also be times that the rep (outsourced) would give me an additional promo code for the inconvenience.
So the other day, part of my order was 2 packs of thermometer sleeves, $1.54 each. I only received 1 pack and the other pack was ripped open and you can see that they were all shoved back in the box. I called customer service and the rep (USA rep) said she refunded both of them and told me to order them again. After telling her about the minimum charge fee she attempted to put a promo on my account but then said she I was denied anymore promo codes because I had too many, $400 worth (lifetime). Has anyone ever heard of a limit to promo credit ? Also, the USA agents are way more nastier and have no patients compared to the outsourced reps, pretty sad.. I then called back 2 more times about this and each USA rep put me on hold, then hung up on me. I'm not here for boo hoo for me lol, just want to know if anyone heard of promo credit limit.
