I'm tasked with managing PTO website. The domain name is not in the schools direct control. The administrative contact is long gone, and I am unable to locate a way to contact them. The contact address and phone number for the domain is that of the school, I just have no way to contact the person who managed the site, and no access to email accounts accociated with the site. I'm hoping there is way to recover ownership of this domain.

Weebly is out for hosting this website. straight off the bat me or my lawyer cannot get through to phone support without a PIN. Emails have gone unanswered as well. Additionally, I need to add some functionality that is outside of a site builder.

Any suggestions to recover this domain?
