Why do builtin functions exist?
builtins aren't exactly functions, or rather, they can do things that normal functions can't do. As an example, @TypeOf(foo(bar, baz)) will return the type corresponding to the function call, but it will not cause the function to be fully evaluated, as Zig will only analyze the expression to the level required to generate a type. This is not something that can be done with normal functions as arguments will have to be fully evaluated before the outer function can be called. Another example is @cImport, which accepts a block in which you can all other related functions. One last example is @import which has a unique limitation: it can only accept string literals. Passing a constant to it will cause a compile error, even though the value is comptime-known. This is a unique limitation that the language has no way of enforcing otherwise. So builtins are a way for the language to break away from normal evaluation semantics when necessary, on top of doing interesting things that would probably not be implementable in userland code (ie in the stdlib).
