The Standard on Security Screening provides the details. A Secret clearance is fairly straightforward--the difference is in the foundational Reliability Status that has to be completed first. Enhanced Reliability Status requires additional screening activities (typically required when the duties of the position support security & intelligence functions), but either way the next step is just a Secret clearance. (Logically, a Secret clearance built upon an Enhanced Reliability Status should be called Enhanced Secret, but TBS would have to update the SSS accordingly...)
