It's very confusive for me:
"stakes doubled down" means "stakes rose up twice"
"alarm started going off" means "alarm turned on"
When I see "down" or "off" I always think about lowering, cutting, decreasnig, but in these cases they mean raising, increasing, etc.
Do you find that confusing too, or it's just me?
Are there some strong rules or maybe, those are kind of exception?

Double down is a black jack term. It means you put double your money down on the table.. double down. ‘Go off’ has been a term for something initiating or triggering (especially explosives) for hundreds of years. We use it in situations where something ‘begins’. You’re getting hung up on the word off, but if I said: “He went off on a journey.” Nothing is stopping, it’s beginning. Action is initiating, not ceasing. It probably originated from ‘set off’.

phrasal verbs do not have universal rules, each must be memorized separately go off and go on mean different things and can have multiple meanings turn down and turn on both have at least two meanings each and they're different from each other sorry, this is a consistently complex aspect of english that requires practice in addition, as to your comment about same word different meaning, there are also contranyms , though that's not the specific issue here (also a side note: it's confusing, not confusive)
