Dying a dress is probably not a good plan. The variety of fiber types (all of which take dye differently) used in a dress will probably lead to a funky result. I made my dress. There's a picture from right before the ceremony of my maid-of-honor-sister stitching me up. I worked for 5 months non-stop and probably saved no money. I was very proud of that dress, but life would have been simpler if I'd bought a completed dress. But this might be a really nice project for your mother, since it's not her first rodeo.
