Did you check to make sure actual money changed hands?? Did 8.59 come out of your account?? If not it’s probably a scam to get you to call a fake PayPal person then they will attempt to scam you.

I’ve only made some purchases on my Apple account during October 7. But this Apple service charge was made on the 12th of October. Apple rarely bills your payment method in the date of the actual purchase but instead lets it linger a short while in case you make multiple purchases and then combines them into a single charge, so based on dates alone, this still looks old fine. If the actual amount doesn’t correspond to a recent charge though, then the likely issue is that somebody compromised your PayPal account and added it as the payment method for their App Store account.
