Open Start > Settings > Privacy > Background apps
Disable all Background apps.
Also, check whats starting up with Windows.
Press Windows key + X
Click Task Manager
Click Startup tab
Disable all except Windows Defender.
Press Windows key + R
Type: msconfig
Hit Enter
Go to the services tab
Check the box, hide all Microsoft services
Disable the remaining services
Click Apply then OK
Restart if prompted
Open Start, type: problem reports
Hit Enter
Delete any failed or pending reports.
Go to Start > Settings > System > Notifications and actions > Turn off "Show me tips about Windows."
If you have Chrome installed, uninstall then reinstall it.

I tried all of these steps. Still the problem persists.
Fan running at full speed all the time
Fans spin at max speed when starting Windows, until sleeping and waking again

I would suggest you try this:
Press Win logo + X
Go to "Power Management"
Click "Additional Power Settings" then "Change Plan Settings"
Change Advance Power Settings then choose "Processor Power Management" Then double click.. "System cooling" will come out. Select "Passive"

the problem continues..
I'm literally so desperate. As soon as i start my PC, the CPU fans are freaking out. Core temp and bios say cpu temp is about 30°C and i have set the "silent" fan profile. But for someone me reason both my cpu fans sre running at 2000+ RPM. I have reset the bios already and i have no idea now what could be happening. And my pc is so LOUD. I built it myself only a few months ago and it's been fine until now, this just started yesterday. CPU is an i5 13600k, asus rog strix B-760-F mobo.... (the other cha fans are controlled seperately in case you were wondering. There are like 6 of them)
Still no suggestions. Has anyone else experienced this issue with the fans and power running high?
Yes Alex, it sounds like you are experiencing exactly what happened with me. So far I have no solution and nobody has contributed anything worth while to look at. If I run into any info on the situation, I'll post it here. A work around is to disable the Power service, but then you can't edit when to sleep or anything. When you disable the Power service, the temps, CPU rate, and power usage go back to normal. If you run into a solution, please post it here.
