Some, not all PCs are affected by this. All the PCs are pretty much the same model so it's kind of weird.
The PCs that are missing kb5015684 won't update to 22H2, so why are they missing it?
I don't use WSUS anymore I just let the PCs update themselves. We're a tiny org with 100 PCs. I'm wondering if anyone has seen this behaviour too if they figured out why.
If I run windows update manually, it says it's completely up to date. I don't have any gpo's or registry settings blocking feature upgrades. I just want to know what is causing this behaviour.

After 14+ hrs I did a re-boot. Re-start was normal, nothing was installed. Prior to that I had gone into 'services' and stopped/started Windows update. Monitoring Task Manager confirmed that no processer activity was going on related to Windows Update. I also tried to run the Windows update assistant but it wouldn't due to a process was already going on (well, loaded anyway, obviously not active).
So I initiated the computer re-boot
For now, not going to try to re-initiate the update.
Thanks to all for suggestions.
