If your PC is offline, then you would need to download the Windows 10 ISO on another working PC that is connected to the Internet, then transfer that using a USB drive to your PC, then double click the ISO file, run setup.exe and then select the Upgrade option.

Select Create Installation Media for Another PC, and choose ISO, not USB

Have you tried to download the iso file and use it to upgrade by running it directly without creating a media?

I've done this on a few systems. Using the media creation tool to create an media USB key, and running the upgrade tool from the resulting usb key on a windows install would upgrade the system without asking for the key if the current windows installation is activated. If its not an activated system, then it'll ask for a valid key.
Yes, there are several ways this can be done. One of them is to simply use the Media Creation tool. That should provide the option to update on that machine if you plugin said Media.
Do a Repair Install of Windows 10 with an In-place Upgrade.
Download the latest ISO from Microsoft's page for Download Windows 10, then do the In-place Upgrade by executing the Setup executable from the ISO.
You may also download individual updates from the Microsoft Update Catalog for Windows 10 and install each one individually by executing the downloaded file.
Before the windows 10 update server goes away, will there be a away to download all the necessary windows 10 patches and updates for offline use (for my machine?)
My laptops factory reset disk / image has a fairly old version of windows 10 and while I can see and upgrade tool to bring it up to 22H2, I'm worried about the in between KB updates and packages (unless the upgrade ISO is refreshed regularly with all needed patches).
