Dunno if it’s related, but Microsoft did confirm the Media Creation Tool is broken for some users: https://www.neowin.net/news/microsoft-confirms-windows-11-media-creation-tool-is-currently-broken-for-some-users/ That said, i’m not even trying to run it on ARM64. This is happening on plain x64 hardware. Answer from Funkenzutzler on reddit.com

How do I create installation media for Windows 11?
I just bought a new 32GB USB drive and want to create installation media for Windows 11 for my desktop PC. The computer is currently running Windows 10, but I’m planning to do a clean install of Windows 11 on a new SSD this weekend. I checked Microsoft’s site and also saw some other tools ... Is windows 11 media creation tool still a good choice for making bootable USB?
I built a new PC and no OS on it. I plan to run the latest Windows 11 OS. Before posting here, I searched on the web and many people suggest using the official Windows 11 Media Creation Tool. I did this try it and it was stuck on Windows 11 download around 70% and never proceed. More on forum.level1techs.com

r/sysadmin on Reddit: Is it just me, or is the Windows 11 Installation Media Creation Tool broken?
October 14, 2025 -

Tried running it today on two different client machines, and all i get is a brief Windows logo flash and then… nothing. No error, no dialog, no logs that i can see. Just a silent fail.

Anyone else seeing this, or did i just hit the unlucky lottery?

Update:
It's getting better and better...

Now I can't even download the ISO anymore.
All I get is a chef's kiss quality Microsoft error page:

"We encountered a problem processing your request. Please try again later."
Reference ID: [insert absurd GUID here]

At this point, even Rufus is starting to feel like a critical infrastructure tool.
Seriously, how does Microsoft manage to break their own installer and their ISO download in the same two weeks?

(X-Ref: https://learn.microsoft.com/en-us/answers/questions/5584581/cant-download-the-windows-11-iso)

“Try using the Microsoft Media Creation Tool,” they said.
“This method bypasses the web-based ISO download and is more reliable,” they said.

*rofl*

And the best part?
This all happens on the exact day Windows 10 support officially ends.
You literally couldn't script better timing.

But wonder if an update occurred that caused the system to not boot up or allow for the Notebook OS to use F11 for Windows 11 recovery. i ended up downloading the Windows creation Tool from the Windows Store to a bootable USB .

Tiny11Builder is an open-source PowerShell script that takes a completely different approach. Instead of being a one-click application, it's a script you run yourself. If you are going to free create installation media for Windows 11, Tiny11Builder can be a valuable resource for building a lightweight, personalized installation image. How Tiny11Builder fits into the process:Creating a custom Windows 11 image: Tiny11Builder allows you to remove unwanted components, bloatware, and features, resulting in a smaller, optimized Windows 11 image.Generating installation media: After customizing the image with Tiny11Builder, you can use additional tools or other ISO burning software to create bootable installation media for Windows 11, such as a USB drive. Typical workflow:1. Download Tiny11Builder from a trusted source.2. Use Tiny11Builder to customize your Windows 11 ISO:   Select components to remove or add.   Build the customized ISO.3. Create installation media for Windows 11:   Use similar tools to write the customized ISO to a USB drive.   Ensure the media is bootable to install Windows 11 with your custom configuration.Always ensure you are downloading Tiny11Builder from reputable sources to avoid security risks. Customizing Windows images can lead to unsupported configurations, so proceed with caution and back up your data.

To create installation media for Windows 11, you can use the Media Creation Tool from Microsoft, which is completely free. Here's a step-by-step guide:1. Download the Media Creation Tool:Select the correct version of the Media Creation Tool for your laptop (32-bit or 64-bit) from the resulting page. You can usually tell which one to download by checking the System Type in your laptop's System Information (Windows key + Pause/Break).2. Run the Media Creation Tool:Once downloaded, run the Media Creation Tool on your Windows 10 laptop. On the initial screen, select "Create installation media for another PC" to create installation media rather than install Windows 11 on your laptop.3. Choose Language and Edition:Select the language and edition of Windows 11 you want to install on your desktop PC.Ensure that the edition you choose matches your Windows 11 product key (if you have one) or the free version (Home).4. Select Architecture:Choose the architecture of the installation media you want to create. If you're not sure, you can select the "same architecture as this PC" option, which will create a 64-bit installation media since most modern PCs are 64-bit.5. Choose USB Drive:Insert your 32GB USB drive into your laptop.Select the USB drive from the list of available drives.Ensure the USB drive is at least 8GB in size for 32-bit and 64GB for 64-bit.6. Create Installation Media for Windows 11:Click on "Next" to begin the installation media creation process. This process may take a few minutes to complete, depending on your laptop's speed.7. Copy and Verify:Once the process is complete, you can verify the installation media by checking the USB drive's contents and ensuring it contains the correct files. You may also need to copy the Windows 11 installation files from the USB drive to the new SSD.8. Clean Install on New SSD:Once you've confirmed the installation media is correct, you can proceed with the clean install of Windows 11 on your new SSD using the USB drive you created. After completing these steps, you should have a free installation media for Windows 11 that you can use to perform a clean install on your new SSD.

Hi Kevin Duane,

At this point, I recommend that you review and try the steps provided in the AI generated answer on your thread. That reply typically include the most relevant checks for this scenario.

As an additional note, before creating the installation media, please prepare a blank USB flash drive with at least 8 GB of space, because the content on the USB drive will be deleted during the process.

Before reinstalling Windows, I recommend backing up your personal files to an external drive or cloud storage to help avoid data loss. If you are reinstalling Windows 11 on the same device, please make sure to select the same Windows edition that is currently licensed on the device, such as Windows 11 Home. Windows activation should complete after the device is connected to the Internet if the correct edition is installed and the device already has a digital license.

I hope you can successfully create the Windows 11 installation media and reinstall Windows. Thank you so much for your understanding.

Note: Please follow the steps in our documentation to enable e-mail notifications if you want to receive the related email notification for this thread.

The Windows 11 Media Creation Tool is available from the official Microsoft software download website.

To get it and use it to reinstall Windows 11:

  1. Go to the Windows 11 download page: Download Windows 11.
  2. Under Create Windows 11 Installation Media, select Download Now to download MediaCreationTool.exe.
  3. Run MediaCreationTool.exe and follow the prompts to create either:
    • A bootable USB flash drive, or
    • An ISO file you can use for a clean install or repair install.

If reinstalling on a device that already has a Windows 11 digital license, choose the same edition of Windows 11 that is currently licensed. During setup, if asked for a product key, select I don't have a product key; Windows 11 will activate automatically after installation when online and signed in with the Microsoft account linked to the digital license.
