This is a bug in the windows 11 ARM build, To fix that you need to do as follow
- Press 'fn+shift+f10'
- Press 'option+tab'
- Then you will see a UAC window, move to that window by pressing 'option+tab' and then press 'yes' button
Then CMD will be opened
I'm at the network selection screen in my setup and for some reason, Shift-F10 appears to do nothing. Did they patch that out?

Just checking in with you, were you able to use that shortcut to get into Command Prompt?
If you still cannot get into Command Prompt, when you boot form the USB, select 'Repair This Compute, and Command Prompt should be available from the Recovery Environment.

I have to set up a lot of machines daily and its really annoying not being able to set up a local account as the first user.
I got a new computer with Windows 11. I want to use a local account on it. When it gets to the "Let's connect you to a network" screen, I can't bypass it. I've also tried the Shift + F10 key, I tried to launch command prompt, etc.
Is there another trick or am I stuck?
You can overcome this limitation by also passing in Fn, so in your case you'd press Shift+Fn+F10.
I tried all possible all possible combination of Shift+Fn+F10, but nothing worked.
Then i clicked on that Accessibility icon and enabled on-screen keyboard and then selected Shift+Fn+F10 again and it opened the cmd prompt this time, but it does not come into focus, to do that you can then use option+tab on your physical keyboard.

I do a lot of restore to factory/wipe + install for the company. We've always bypassed the sign in and created a local account because we do not know who will be the next user.
I had to create a new install media. This started with this latest version.
The most used method was using <Shift + F10> and running oobe\bypassnro. Shift+F10 no longer works. If I try to use WindowsKey + R and try to run cmd.exe, Win11 tells me that it is not Microsoft-verified app and gives me no options to override. Same for powershell.
So I went searching and tried all of these methods and none of them still work.
Trying to use a false email and password no longer works either.
Is there a new trick here?
Hi guys, I tried installing Windows 11 build 27858 on my laptop, but it didn't show any network connection during setup.
I opened Device Manager using Command Prompt and saw the Realtek RTL8723B Wireless LAN adapter listed and appearing to work. However, the setup screen still says "No Wi-Fi networks found."
I also tried the command "oobe/bypassnro" to skip the network requirement, but it didn’t work.
Any ideas on how I can bypass this screen or fix the issue without internet access?
Has the 'Lets connect you to a network' bypass method been permanently removed on the Windows 11 setup screens?
Even after disabling network adapters within Bios on a Dell Latitude 5450, the Shift + F10 does not bring up command window.
In the past, we had the slip option, then that was removed and the Shift + F10 worked. Now that does not seem to be working on an out of box Dell Latitude.
Instead Windows prompts to install ethernet drivers. And there is no skip, back or other option?
So I built my first pc and it was time to set up. But when I was setting up the windows I came on this screen and I can't see any WiFi, I have a WiFi motherboard and have the antennas installed. Can anyone help please?
Most people usually use this to open cmd in oobe, and then skip the networking requirements of windows 11.I'm using a laptop and this shortcut doesn't seem to work, will it work if I use an external keyboard?
I think there is another possibility that this shortcut key is invalid in the 22h2 version.
Hi everyone. I just purchased an HP Laptop model 17-cn2083dx and am trying to set it up, but i'm coming across the infamous microsoft account login requirement.
I did some quick research and found out about using the Shift+F10 key combo to get the command prompt to input the OOBE BypassNRO command.
However, when i try to hit Shift+F10 on my laptops keyboard, the loading icon on the cursor just blinks real quick and nothing happens. I've also tried an external keyboard and that seems to result in the same thing.
The Windows Key+R still seems to work to bring up the Run window, but windows doesn't allow the command prompt to be brought up.
The only other resolution I can think of is to make a backup image just in case and then just reinstall Windows 11 on it to see if it helps. But that would get rid of the OEM image partition that i could use to restore the laptop later, and i'd prefer not to do that.
I didn't know whether to post this in a laptop subreddit or this one, because this seemed like a laptop model issue at first. But now it's sounding like a Windows related issue. Has anyone come across this before or know of anything to try to bypass the account requirement without the command prompt?
I've got a windows 11 system running a Ryzen 7 and I'm trying to bypass the network setup.
We've tried doing Shift + f10 (didn't work), Shift + fn +f10(didn't work), and then tried Win + r then selecting the command prompt application itself (it gives me a weird error that says "For security and performance, this mode of Windows only runs Microsoft-verified apps" it then gives the option to see how to run an unverified application but i would need to connect to the internet first lol).
Any ideas?
*Edit* I just tried plugging in a known working USB keyboard with no luck.
