Windsor has a population of 422k in 2021 census. This is a CMA figure including the surrounding area. It's adjacent to Detroit, with a metro population of 4.3 million.
Windsor also has relatively good climate - long summers, long sunshine duration and slightly longer growing season. Why wasn't Windsor able to pick up more population. Or has there been times in history when Windsor had more people?

Just like the rest of the Rust Belt, Windsor’s economy has gone through some hard times. Also it’s just not very globalized and it’s not a place that people think of when immigrating to Canada

As someone who grew up near-ish Windsor, for a long time Windsor had a reputation of being pretty dangerous - at least outside of Windsor anyways. The proximity to Detroit was seen as a huge downside; as a kid, people used to always talk about how Windsor imported crime from Detroit and how criminals from Detroit would cross the border to escape police capture (though I assume these were mostly exaggerated stories.) It's died down a lot in recent years, I haven't heard as much of it, but I wouldn't be surprised if that reputation was part of it, because it was really prevalent. Like, people would actively discourage you from moving there. I knew one person who went there for college and everyone made jokes for months about how she was going to get stabbed or join a gang. I don't even think it was that dangerous tbh but it was something people believed anyways.
