I have two. Bose QC 45 which is very comfortable for me (I have a lot of hair) and Sony XM5 which is probably one of the best over ear noise canceling headphones. They're very effective and I use them on the bus and plane and I could bairly hear the plane engine.

Short answer, no, it will just dull and limit the sound. The top3 to look at. Sony WH-1000XM4 or M5 depending on the design you prefer. Bose QuietComfort 45 Apple AirPods Max if you want to stay in the fruitbasket. That said, if you want closer to pure silence, you are over into actual earplugs and earmuffs used for industry and PPE. And you will still struggle to block it fully, and even if you do, you will notice your body creates quite a lot of noise in itself.
