I think you installed only the CLI version, I think there is a package called WoeUSB-gui or WoeUSB-gtk, however I don't recommend using it, since I had problems with it because the version from the fedora repos is a bit outdated, I recommend instead to go to the official GitHub repo and download from there, is just a .sh script so you can run it easily without having to install it. More on reddit.com

AS the other post said, WoeUSB is basically Dead, there is WoeUSB-ng but it is rarely mentioned these days. From a quick bit of DuckDuckGo-fu, I found this: https://itsfoss.com/install-woeusb-ubuntu/ Obviously, that’s for Ubuntu, but if you’re using a Debian based distribution, it should work.

format to ntfs using gparted
close gparted
Use woeusb, it should work now
