As of today, it seems that "Shorts" are just plain Youtube videos, because really any Youtube video can be regarded as a "Shorts" video by appending its id to the shorts route, even if it's a 24 hours long video, for example this one: https://www.youtube.com/shorts/4dhIvyskkB0.
So just upload a video.
However, it seems that the question should better be: What could raise the chances that a Youtube video be "promoted" by Youtube as a "Shorts" video?
To which the answer is: Follow Youtube's guidelines, provided here:
- Entitle your video with the
#shortshashtag (snippet.title). - Add the
#shortshashtag to your description (snippet.description). - Make it shorter than 60 seconds.
- The
videosendpoint request body documentation is here.
Maybe once "Shorts" get out of beta, things would get more strict.

I want to give a few updates, based on OfirD's answer, I can't edit the answer directly because there are too many pending edits.
- you don't necessarily need to add the
#shortshashtag to (snippet.title&snippet.description). - You just need to upload a video with a
9:16aspect ratio - Video with less than 60 seconds duration.

Hope this helps!

How do I upload a video to YouTube via API?
Hi,
i am experiencing something weird. When i upload a short manually, i always get 200-500 views on my shorts, which is the expected behavior. But when i upload a video via the api, it's always stuck at 0-2 views. Obviously i am using exactly the same settings in both cases and included similar hashtags.
Is anyone experiencing the same? Why would they offer an api upload, if they then shadow-ban those videos? It's not only once, i tried both for at least 20 times. And the videos are content-wise exactly the same type of videos
Edit: if you want an example, you can have a look at one of the channels. @thenarrativescroll All the videos with 0-10 views are uploaded via API. The other ones manually. Obviously i don't expect this kind of content to go viral, but it's still weird that exactly those videos get 0 views. Metadata etc is always exactly the same
