If I want to say ‘It’s 12:45’, for example, does it matter if I say:

Would you use them in any particular situation (of formality for example) or is it just personal preference/whatever’s quickest?

"L'una meno un quarto" is what I'd normally say. "Le dodici e quarantacinque" maybe if the emphasis was on the time itself. Like you are setting up a clock/alarm/whatever and asking for precise time. "Le dodici e tre quarti" sounds quite stiff and unusual, I'd never say it and it's not something I hear either.
