AirPod case not charging when plugged into PC?
There are two issues:

Amperage on the port - due to hardware issues, sometimes you cannot get enough amperage and the case won't charge, sometimes you can move to another port. (I don't know what the min is for the AirPod case, but I've run into this with other devices that say wanted a min of 500mA and the port would only give 450mA.)

Drivers - some later releases of Windows 10 have a driver. You can find the device in device manager and see if the driver was detected and whatnot. No driver, no higher power request.
Airpod case not charging past 95% (using android)
I’ve been seeing this recently too. I’m using an iPhone and sometimes an iPad with my AirPods. You can try clearing out the current connection and then connect the AirPods again. This gave me mixed results though.

Plug in Airpods case to USB-C

Go to Control Panel

View Devices and printers
-
Under 'Unspecified' you'll find AirPod Case, double click it

Hardware tab
-
Double click HID-compliant device (not the USB input)

Click Change settings

Driver tab
-
Disable Device
-
Unplug, then reconnect your case
