You should know when the popup will be opened. Popups are blocked in chrome by default. But chrome will show a popup blocked notification in bottom right corner.
click on notification to select always accept popup from this specific site
Reload the main (parent) page. This will load the popup in small windows. Right click in titlebar of popup window and select "Show As Tab". Once popup is transformed in a window with tab, you can drag it back to main window.

It is not perfect, as the popup will first be opened and then "transformed" into a tab, which you will see as a flicker. Otherwise it seems to work fine.

I've Googled this issue and there is no solution. I've tried changing the settings but it still happens. If I don't open Chrome for a while and then go to use the web browser, it opens a new tab and I have to close it every time. I have four tabs always open and I never use any more tabs. It's getting really annoying. It recently started doing it.

My theory is that Google updated Chrome to force me to look at all their news articles. If I'm unable to find a solution, I will look for a new browser.

It's verry irritating when sites do this, especially because I use a script blocker that means sites have to be approved, The toolbar does not appear in these breakout windows.

If the window you opened was created by clicking a standard link, you can simply right-click it and force it to open as a tab. If it was created by javascript link, that won't work, but there are other solutions. If the window has a border, right-click on it and select "show as tab." If it has no border, try hitting F11 and see if a URL field is generated. If those don't work, you can use the inspect tool (F12) to examine the original page's click-object and see if that yields a link. "Examining source" would be another way to do it. If you have some examples to link, that could also help.

That happened to me a while ago. In my case, when i closed the app with the website left open. and opening chrome after a long time, it was on the home screen with an option just above or below(i don't remember) the search bar to go back the website i had left open previously. i could be that in your case...

This is how I stopped it on my Galaxy S22 ultra. Open your Chrome browser. Go to the three dots in the upper right corner. Open settings. Navigate to the (toolbar shortcut), open it, and turn it off. It probably has "based on your usage" on with a current recommendation: new tab.

Pop Out can also be set to use browser default to open to tab, and that works for firefox, edge, chrome, and opera, no extension required.

On my low end laptop... Foundry and roll20 used to get VERY angry if I switched tabs away from the game while running a game... (as a consideration towards resources). (just as a comment from the side lines)

EDIT: Solved, google extension called "Touch VPN" was causing the popups. Delete it and it will be gone.

Kind of solved: I've got several tabs opened everyday. Separating one by one, I've begun closing the tab and shutting down the process from the icon tray in the right bottom corner. After several tries, I did find a tab, that was triggering the AVG pop-up. After I've closed it, AVG remained silent
