Answer (1 of 4): They have. Apple introduced the QuickTake 100 in 1994. It shot photos in 24-bit color at 640 x 480. There were also models 150 and 200, until the line was cancelled in 1997.

I sense an unasked question also - the iPhone does not need a SIM card to work for you; it just won't receive phone calls in its own right, although it is capable of receiving calls forwarded via Wi-Fi from your current phone. It could also be used as a webcam with some third-party software from the app store. You didn't specify what sort of camera you were asking about in your question, but it's worth mentioning this potential use.
