I need to backup 10,000 photos from my phone.. is this realistic?
Is there anyway to backup my Photos library if I’m using iCloud Photos and not storing originals on my Mac?
Unless you are using the Photos app and storing the originals on your Mac the quick answer is no way to do what you want.
However.....
You could consider using the iCloud web site and downloading to a removable HDD the albums / photos you want. It's not ideal of course.
If you do have removable HDD then you might also consider moving your system photos library to that and then downloading all the originals. https://support.apple.com/en-us/HT201517

What is your system for backup-ing your photos/videos from your iPhone?
I’m pretty entrenched in Google Photos since it was introduced as a free service years ago (well played Google, I won’t be trusting any of your services to remain ‘free’ in future and am actively planning my escape route after Play Music also went down the toilet but I digress).
Google photos at ‘good quality, slightly compressed’ works for me. It takes those huge files and makes them smaller and to my eye on a 50” screen they look identical to the original. If I was pixel peeping on an IMAX screen I might have a different opinion, but I’m not so it works for me.
I do intend to port all my photos over to iCloud Photos but to date all avenues look cumbersome and would no doubt lose some metadata. Wish there was a one-button solution so the Google and Apple machines would talk to each other and do it for me but that’s not how they play now is it.
