You have a range of needs here. Your best approach is to not mess around trying to do this on the cheap. Some of these plants, including some of the herbs, will require fairly powerful full spectrum light. I'm not going to take the time to give you all the options and I don't know what your natural light augmentation is. I'll give you some rules of thumb and a few ideas. It will be up to you to do a bit of research and figure out your best path. I would be looking at full spectrum grow lights. I'm talking about the LED panel lights. Some brands are Mars Hydro, Spider Farmer, Vivosun, and HLG. For any of these expect to pay $0.90 to $1.50 per watt of drawn power. I personally have two of the Mars Hydro TSL2000 lights. I use these for starting cuttings over the winter, indoor herbs, reviving dormant geraniums, growing larger seedlings in the spring, and sometimes growing dwarf tomatoes over the winter. They are versatile and quite powerful and I have been extremely happy with them. These types of lights will hang some 2 to 3 feet over your plants. Example . My rule of thumb if I'm growing plants to maturity is 20 watts per square foot of coverage. Some need more, some need less. It depends a lot on the plant and if you are trying to get blooms or not. Herbs in general require high quality light. Your ferns and some of the other plants will want less light. Ferns and other lower light plants can probably live with 10 watts per square foot. If you can group them, you can use a cheaper light on those plants. You can also play with hanging a light and keeping high light need plants in the center and lower light needs off to the sides. I have pothos plants I keep way to the edge of my light area and they thrive of course without consuming any of my "high quality" light area. You want to know the light needs for each of the plants you're growing. A quick and dirty way to get about the right amount of light is to use a free light meter app for your smartphone. These are not very accurate, but they will certainly get you in the range you want to be in. I use lux as a light unit. I know my seedlings will want 5,000 to 10,000 lux early.
